| Abstract | The decision by the Hong Kong Government to award the Tuen Mun River trade terminal contract to a consortium whose offer was more than $1 billion under water compared with its rival was upheld by the courts in what might be world-record time. Apart from the terminology smacking more of a history exam than public works tender, wonders over whether the deficiencies of the unsuccessful Odelon consortium were worth something north of a billion dollars, which could have been spent to good effect on the needy in Hong Kong, is what left. And also whether those deficiencies could have been set right, if the over-bidders had been given the full opportunity to do so. |
