| Abstract | This paper tries to examine how the market economy and the policy of decentralization have affected the Pearl River Delta's Educational development. Specifically, this paper discusses strategies adopted by local government and local educationalists to provide professional people and an educated population to facilitate modernization in the area. The author argues that social policy has gone through a fundamental change in values and policy orientation. |
