Abstract | In October 1991, the Government published a consultation paper convassing the various methods that could be used to deter the practice of leaving children unattended. The paper suggested four alternative apporaches, namely the provision of increased child care and supportive services, mutual help, public education and the strengthening of existing legislation. This paper discusses the complexities of the last alternative approach, and in particular the proposal to create a specific new criminal offence of leaving children unattended. |
