| Abstract | Continuity is something we are all supposed to be looking for these days. It was shocking to see Hong Kong officials proposing to tamper with that well-established social landmark, the free telephone. Officials now profess concern about the disparity in the use which consumers make of the local calls privilege. It seems that though everyone pays the same, some people make much more use of the opportunity than others. The exact nature of the problem seems to be a matter of some confusion. |
