AbstractWhatever the implications, the bottom line is that customers are always on the lookout for cheap phone rates. "In many Asian countries, international call charges have been kept far too high," says John Ure, a telecoms expert at Hong Kong University. "They may try to block callback operators, but if there is a huge disparity, people will try to use the cheaper service." In the end, people may say this of callback: it is a technology that pried open one of the last big-government strongholds -- telecommunications -- and forced bloated companies to become efficient or perish.
