AbstractTalk about migraines. When Hong Kong tycoon Gordon Wu Ying Sheung won a 30-year concession in 1990 to build and operate Bangkok's elevated rail project, he thought he could finish the 60-kilometer stretch in eight years. More than five years on, less than 10% of the work has been completed - largely because of bureaucratic delays and political upheavals. For Wu's Hopewell Holdings, the unkindest cut came early in April. Citing the project's slow progress, Thai Deputy Transport Minister Pirapong Thanompongphan urged the government to cancel the deal.
