| Abstract | The safety records of industries in Hong Kong are poor, especially for the construction industry. Accidents on construction sites account for about one-third of all industrial accidents. The rates for the Hong Kong construction industry in the past five years (1990-1994) were consistently in the range of 300/1000 labourers/year. The construction industry is gradually developing safety management systems. The system of the Airport Core Programme (ACP) is an example. Moreover, the Government recently issued a consultation paper on implementing safety management systems in industry. |
