AbstractThe Taiwan Mainland Affairs Council acknowledges there is a labor shortage, and has promised to devise a plan to legalize the hiring of mainland fishermen. William Li, the council's information director, says that "perhaps we will build accommodation for them on one or more of the outlying islands. But for now we will repatriate mainlanders found ashore in Taiwan and encourage others offshore to go back to the mainland." Whatever the solution, authorities want the issue settled by October 1994, when the storms abate and even more mainlanders come looking for work.
