AbstractAccording to a survey of 375 cities, nearly 4 million households have less than 4 sq m of living space per person. The national average for urban dwellers is not much bigger: 7.2 sq m per head. Last year authorities spent $53 billion on housing projects and made available more than 900 million sq m of new living space. They hope to boost the per-capita figure to 8 sq m by 2000. In an unprecedented move, the World Bank announced in July a $350-million package to develop housing in four key cities.
