| Abstract | Donald Tsang did his best to please Hong Kong people in bringing down his first Hong Kong budget. He revealed that the territory will boast fiscal reserves of $150 billion by March 1997, just three months before Hong Kong reverts to Chinese rule. When merged with the special administrative region land fund, that kitty will swell to an estimated $365 billion by 2000 - representing the full extent of Hong Kong's dowry. |
