AbstractHong Kong students are caught in a language quagmire, lacking proficiency in either English or even their mother tongue, Cantonese. While this continues to inhibit academic progress, the latest in a series of government reports offers more proposals to tackle the problem. But as educationalists warn, it is still wide of the mark, failing to address the crux of the problem - a mixed mode of instruction where school texts are in English but lessons are in Cantonese.
