| Abstract | January, 1994. A police van moves slowly along Ngan Shing Street. The officers peer down the long dark alleys of Yuen Chau Kok in Sha Tin District. "It is getting scary here," says Yue Ting, 19, from block number 60. "I want to move out." She has lived in the Temporary Housing Area for 11 years, but 1994 will probably be the worst. "Many people are already leaving Yuen Chau Kok, and bad people are now staying in the empty flats. I do not go out at night anymore." |
