| Abstract | The director of the Social Welfare Department responded bluntly that the department's policy was that "single parents should have the freedom to choose to remain full-time home-makers." In other words, the policy objective is that single mums (and dads, if any) should be able to stay at home with their kids instead of going out to work. Clearly, paying a single parent's allowance is a good way of achieving this objective. |
