| Abstract | LegCo members are bound by bureaucracy. The reality is that if one member makes a proposal very little may happen. Even when he repeats it many times, even if he gets the backing of the media, it too can be easily ignored. This is one reason why many LegCo members join political parties, so that the collective voice and voting power of the party can be used to add strength to proposals. |
