| Abstract | Hong Kong has strengths and weaknesses in the effort to build a learning community in which learning organizations can prosper. Raising terminal education ages, improving rates of higher education participation, investing in management development are some of the challenges. Hong Kong has the chance to build a true L̀€earning Community', but transforming managerial values and attitudes to management education, training and development is the key. |
