| Abstract | Starting next year, overseas certifiers in Hong Kong may be shut out of the market for construction-sector certification, losing some 330 prospective clents. The Works Branch has announced it will enter public works contracts only with companies ISO-certified by the government-founded Hong Kong Quality Assurance Agency (HKQAA), establishing what some call a government-sanctioned monopoly on certification of public works contractors. |
