| Abstract | Few governments in the world can claim the level of prudence associated with the Hongkong administration. Great wealth has been generated by the energy and enterprise of our community. On the back of this community's affluence and despite a low tax regime, for the last 10 consecutive years we have racked up budget surpluses which have pushed our reserves to giddy and enviable levels. |
