| Abstract | Beijing has made a lot of grand development plans lately. Many statistics and targets may turn out to be of interest only to illustrate the difficulty of micro-managing the economy. But the plans do reveal how much latitude various industries will be granted. One of the industries likely to grow quickly - while providing relatively easy access for foreign investment - is building materials. Though growing from a very low starting point, the industry has been driven by demand from millions of work sites every year during the past decade. As a result, it has become fairly large and relatively less monopolistic. |
