AbstractFor a couple of hours in October 1995, Hong Kong Governor Chris Patten stood tall as he delivered his annual policy speech. His audience was the Legislative Council (Legco) freshly elected under rules he devised - a move that sparked a three-year political battle with the Chinese government. But Patten's day in the limelight may be numbered. One who thinks so is Percy Cradock, former British ambassador to China and London's chief negotiator of the Joint Declaration that returns the territory to Beijing in 1997.
