| Abstract | Coming from a strong commercial background James Blake did much to streamline the delivery performance of Government departments. During his tenure, a computer-based information system, was developed which will be used by more than 100 users in various government departments and branches. And in the four years expenditure on public works progress has increased by 40% in real terms. |
