AbstractThe Beijing government has set an average economic growth rate target of eight to nine per cent over the next five years, which it says is the most appropriate level for China. However, economists caution that the most desired aims are often the hardest to achieve.In fact, central government officials have been advocating eight per cent growth for most of the last 16 years. But more often than not, the economy has either been running out of control or grinding to a halt.
