| Abstract | China's Vice-Premier Zhu Rongji has returned from a tour of southern African countries with assurances of friendship and cooperation, paving the way for a new stage of bilateral development. In a four-point proposal, China promised to renew old aid projects, collaborate with African businesses, offer preferential loans for joint ventures and provide limited grants for public projects and welfare facilities. |
