| Abstract | Distance education, even on a limited scale, has definitely improved the access to higher education, but the real access on a "formal" basis came with the establishment of the Open Learning Institution of Hong Kong in June 1989 by the Government as the sixth tertiary institution in the territory. It is also the only institution dedicated and legislatively empowered to teach by open learning in Hong Kong. |
