| Abstract | The past decade has seen dramatic change and expansion in Hong Kong's higher education system. From an essentially elitist system providing first degree places for less than 4% of school-leavers in 1985-86, it has grown rapidly into something approaching a mass system, providing first degree places in the seven institions funded by the University & Polytechnic Grants Committee (UPGC) for at least 18% of school-leavers in 1994-95. |
