| Abstract | While it is necessary to deal with crime in some order of priority, it is clear that local policemen are tending to screen out minor offences either by discouraging victims from filing a report, or simply by not bothering to follow up on petty offences. That distorts our crime statistics and gives a misleading picture of the real state of law and order in the territory. |
