| Abstract | This paper has three parts. It begins by tracing the development of the Commissioner for Administrative Complaints (COMAC) Scheme in Hong Kong. It then explains the powers of COMAC as laid down by the legislative enactment in 1988 and further discusses the implications of the latest legislative changes for COMAC. In the final part, the paper examines some strategies and positive steps for enhancing the role of COMAC to improve both the standard and quality of public administration in Hong Kong. |
