| Abstract | At this grave moment in its history, only two years before the handover, Hong Kong suffers from a deplorable lack of leadership. The position is made much worse by the accident of Deng Xiaoping's imminent demise. His departure from the political scene will not neccessarily mean a change of policy, but it will mean the entry of new and unpredictable factors which have been absent for the past several years, as the author points out. |
