Abstract | What's in a name? Until a year ago, state-owned enterprises were known as state-run enterprises. The change seemed indicative of the government's intention to give managers greater autonomy in running the state's industrial assets. However, for many SOEs the new label has made little difference. The government not only owns its assets, but also runs its daily operations. China's economists are anxious to see if the 1995 economic reform programme, awaiting approval by the annual National People's Congress, will result in any concrete progress in redefining the power boundary between government offices and factory managers. |
