Abstract | Despite their weighty names, the National People's Congress (NPC) and Chinese People's Political Consultative Conference (CPPCC) are often bland affairs. But when China's legislature and top advisory body opened their annual plenary sessions on March 5, they seemed determined to change that image. Beijing set the tone with an unprecedented move: it consulted delegates from the increasingly restive regions on political issues before the meetings began. |
