| Abstract | The Land Titles Bill was gazetted on November 4, 1994 and went through its second Legco reading on November 16, 1994. Apart from a sharp and fundamental change to the present land title transfer system, the author feels that the change does not offer sufficient protection for the title owners. Also, the government has to bear a huge financial responsibility in respect of indemnity as it has to guarantee good titles. |
