AbstractHongkong's terrestrial programmes are by far the most popular foreign television in southern China with viewers tuning in to racier and slicker television than local stations can offer. Hongkong's close proximity to the mainland means there is an inevitable spill-over of programmes broadcast in the territory to southern China. They are picked up by the pirates' booster aerials and cable lines, then pumped into the living rooms of millions. Then these unscrupulous operators sell off the advertising slots to their own clients, taking business away from legitimate local television stations in the process.
