| Abstract | The idea of human rights has been a boon to would-be improvers of life in Hongkong, because it allows them to side-step political questions. The governments of the Great Britain, China and Hongkong all accept the idea of human rights in principle. So social issues can be tackled in this way without considering the rival merits of colonialism, communism and "government by consensus and consultation." |
