Abstract | In the Welfare Services Panel meeting on September 7, 1994, officials from Health and Welfare Branch pointed out that the Government will not use the research nor accept the recommendations in Dr. Stewart MacPherson's study for improving public assistance rates. They claimed that if the Government is to implement the recommendations, it will mean a big increase in Comprehensive Social Security Assistance (CSSA) expenditure, push taxes up, raise some CSSA payments above the median wage, reduce economic growth, increase inflation; and blunt Hong Kong's competitive edge. |
