| Abstract | The development of corporate human resources strategies for Hong Kong's largest non-government employer grew out of a need to recreate the organization from its inception in December 1991. The history of the Hospital Authority(HA) existed in its predecessor organizations which consisted of the Hospital Services Department with 15 hospitals and the subvented hospital sector of 21 hospitals funded by the government but with staff outside civil service terms.The merging together of the 36 hospitals and 37,000 staff (at that time) was a major event in the development of hospital services in HK. |
