| Abstract | In delivering the 1994/95 budget on 2 March 1994 - his third budget speech - Sir Hamish Macleod gave Hong Kong a financial clean bill of health. The forecast deficit of $3.4 billion for 1993/94 did not materialise, and instead a healthy surplus of $15.1 billion was announced. Consequently, the reserves on 31 March 1994 stood at $136.1 billion. |
