| Abstract | We make no apologies for returning to the subject of last week's Hongkong Diary. As we noted, the government's proposed Old Age Pension Scheme(OPS) is an attempt to muddle social welfare with contribution-based retirement benefits. Given the scheme's potential both to widen the effective tax base and impose a heavy future financial burden, it needs to be very carefully scrutinised. |
