| Abstract | In August 1994, the Hong Kong government issued the Green Paper on Equal Opportunities for Women and Men, thus initiating a period of public consultation on what, if any, steps should be taken to eliminate sex discrimination in Hong Kong. It warrants a critical examination toward the specific issue of sex discrimination and the more general question of public consultation on government policy. |
