AbstractBy an Ordinance passed in April 1990, the Provisional Airport Authority(PAA) was set up outside the confines of the Hong Kong Government. Hong Kong legislators will debate whether to invoke the Powers and Privileges Ordinance forcing the Provisional Airport Authority (PAA) to reveal both why it fired chief executive, Richard Allen, and how much money he received in settlement. That it takes this extraordinary measure to pry out information on public expenditure demonstrates the extraordinary powers the PAA enjoys. It is argued that the stage was set for widespread abuse from the start.
