| Abstract | The more than 300,000 physically and mentally disabled people in Hongkong are beset with severe problems, the most serious being shortage of basic rehabilitation services, access to open employment and the lack of social acceptance which produces the kind of protests which have erupted at Laguna City, Kwun Tong, over an activity centre for the handicapped. |
